DHL International - where the fees are fabricated and the rules do not matter

Following a review about fabricated charges DHL SA acted immediately which was great. The problem now is that DHL Hungary appears not to really care as they are once again giving me the run around. They sent an e-mail to the sender in SA offering to refund him the money they wrongly made me pay cash on delivery but also stating they need a Hungarian bank account to do this, which is silly as obviously he is not in Hungary and also not the person the refund is owed to. He forwarded the mail to me and I e-mailed the person responsible asking that any correspondence in this regard be done through me. I provided my banking details in Hungary as requested and to date have not been refunded or received any correspondence despite sending two more emails. Back to square one.
