DHL charges

I needed to send 4 A4 pages to the Master of the High Court in Cape Town. I live a few kilometers away in Newlands. In Jan 2022 for a similar task they charged me a whopping R417. This time, for a similar package they said it would be R480. I cancelled in disgust. How do they justify these original and increased costs?
