Appalling Business and Pricing Ethics

I have in the past had issues where a parcel was held back for ages due to the fact that I supposedly had to apply for an importers code as I have brought in more than the 4 parcels an individual is allowed. I ended up going through all the effort of getting this importers code so that next time I purchase something I don't have a repeat of this hassle.

Fast forward a couple of months, and today I received a call for a package that I am expecting, I was notified that I have R180 odd to pay as import tax (which I understand) but over and above that DHL adds R150 or more (still waiting for the invoice) just as an administration fee. The problem that I have with this is how does on pay to ship something with DHL, and then only to have an additional charge from DHL on it's arrival? The import tax I can understand, and clearing fees I have heard of before, but R150 clearing (admin) fee on something this small? That's just rediculous. Over and above that, when I tried to supply the agent with my importers code which I had to jump through all different sort of hoops the previous round to acquire, I was told that it's not necessary as she can't seem to pick it up on the system (?) and my parcel is very low in value. That's great, but are you guys sure that SARS will view this situation in a similar light?

I have a second package that was sent via DHL that I am expecting soon as well, regretably I have only heard of DHL's questionable ethics this morning or I would most certainly not have sent another parcel by means of their service.

At this point in time, I am of the opinion that I will do anything in my means not to have myself or any friends or colleagues make use of DHL's services. Transparency in business ethics is something I regard very highly, and doesn't seem to be the case with DHL.
