ANOTHER BLUNDER - DHL delivered to wrong address. No ID asked for?

ANOTHER BLUNDER for *** from AliExpress, DELIVERED TO WRONG ADDRESS. It's a DIGITAL BBQ TEMPERATURE SENSOR WITH REMOTE SENSOR UNIT.

WHY don't delivery personnel ask for ID and confirm the delivery address.

I believe that the delivery person must be held responsible for the cost of the product. DHL MUST ORDER AND REPLACE my item and deliver for free. I don't mind paying for the item but IT'S VERY INCONVENIENT.

It's the SECOND TIME this has happened. I sent an email to the address I used last time I got an apology response but this time I'm ignored.
