Allocating excessive value for a broken item

DHL Ref. No. ***
An item is being couriered from Ghana to SA to be used to source a replacement. The item being couriered is a faulty component (circuit board) which is blown (electronics is faulty or blown) and thus has no value.
However at the point of courier in Ghana, the DHL agent put a value of $75, for an item that is not functional.
This is a value about R1000, which therefore attracted a delivery bill of about R550 (duty, tax and delivery).
I then called DHL SA to explain and complained and requested the value to be reviewed and dropped. They the contact the sender in Ghana to confirm the status of the item and requested the sender to send an invoice with a value to cover the item. This was promptly sent.
However after several emails and calls, no one seems to be in a position to re-invoice my delivery, even though all the investigations and the new invoice have been received by DHL.
I have been dealing with the following persons: Lucratia Olifant, Crystal Plaatjies, Thoba Cele, the others I have spoken to in this lengthy process include Raewinfley Moosa, Zandele Vilagazi, Thabiso, Tobathele, etc.
