81% import duty and VAT charged on imported beauty products, *******ly

I ordered a few body products online from Truly Beauty overseas (their service and support has been amazing - even agreed to resend my order to my sister in Canada or to another address if I can get DHL Africa/ Express to respond to my emails and calls and return the parcel to them).

The total value of my order was $ 134.10 and I paid R 2164 for it.

In order to receive the delivery locally, of my bought and paid for products - my property) I have been issued an invoice from DHL Express of R 1809 - that is 81% of my order value!

As far as I am aware and as per the SARS website, beauty products are legally taxed at 20% plus VAT? I’m happy to pay up to 40% on my order. But 81%?? Can anyone assist or explain. Would love to get this sorted as soon as possible and get either my package returned to the sender or delivered to me.
