Tembisa water department

At my home in Esselen Park Tembisa I have a manhole inside my yard next to the front door connecting 3 sewerage pipes, 1 is for my house and 2 for my neighbours. The sewerage pipes have bursted and I've been calling Tembisa Water Department to come and help and they've been lieying for 4 days saying they will come and didn't pitch. On the 5th day they came and told me that I shud dig a hole for myself and call them once I'm done and apparently these people need to be bribed so they can do a government job. Why do I pay tax if I can't be assisted with such matters? Further action will be taken against Tembisa Water Department.
