Rental of house not paid

I am the owner of a house in Standerton. Wateraffairs rent the house for an employee. Since March 2017 struggling with them to pay rent. Always late or not at all. Today is 11 Jan 2018, have not received my money yet. The office in Standerton says headoffice has not approved the payments for January 2018, and the people at headoffice only start working on 15 January 2018.
