Project gone bad due to misusing of funds

Good day... I am a learneship holder under water and sanitation and rand water which started in 2015. The project was initiated by the then President Mr. Jacob Zuma and water and sanitation was under Mrs. Mokonyanes administration. As learners we had signed contracts with both these entities. The problem started late last year when we struggled to receive stipends. We receive these on the 24th of every month and we have not received our stipends on that date till today. This morning we were made aware that our trade tests and pre-trade tests have not been payed for at PMI which is the training center. We are all aware that Water and Sanitation has misused funds that were for this project. We are sad to say that we have just wasted 3 years for this. I am nearly close to getting my trade as a welder but this just made things unbearable... Please advice us what to do with this situation. Thank you
