Department of rural development and land reform are *********** or who did they pay my family claim

Since we submitted our family land claim in 2016 we have been sent from piller to post with proper assistance. I have been communicating with Nomgqibelo till last year September, also Sakhi Gaje who always refer me back to Nomgqibelo. I went to the offices early this year and didn't get assistance and I was there again in August and was given Mandisi Jekwa's email address and I have sent him an email but he never rep****.
