idiot officers commit offences

Honestly i think these flipping traffic officers just come out when they need an incentive of some sort. They double park in a busy street while going into a take away shop but let a member of the public do the same then its a huge 1000 fine with a summons n no reminders. My friend had recently got one by this idiot officer joseph from the traffic department in pietermaritzburg yet this officer sits in bis car letting school kids stand in the centre of the road while traffic is beavy. This is **** really. Who is gna give him a fine or teach him to do hia job properly?
