TOTAL AND UTTER INCOMPETENCE
I have encountered some difficulties with my application to write the Mine Surveyor’s Certificate of Competency Examinations (MSCC) and would hereby like to share with you my experience throughout my application process , which is still unresolved at this point in time.
The following is a summarized list of events from my initial application to the present day:
7/12/2020 Application for Acceptance Sent to *** as stated instructed on website o Cut-off date for applications was 10/12/2020 o After many phone calls and emails 12 /12/2020 - Email to Mr Mahlangu stating I have sent App for Acc and requesting Status report or expected date confirmation of acceptance can be expected • He informed me that Ms.Mtetwa (Secretary) will inform me when application is finalized and that only then will I be able to apply for exams (See Attached- 12.12.2020Email to Mahlangu req Status of App) 21/01/2021 - Email to Mr Mahlangu to inquiring status of application for acceptance as I have not received any feedback from the DMR at this point. • He informed me that he will be forwarding this email to Ms. Mtetwa as she is the right person who might know about the status of my application. (See attached 21.01.2021 Mahlangu Informs Mtetwa) 26/01/2021 - Email received from Ms. Mtetwa stating that I should Resend my application as they have not received it. I was informed on 15 January when I was at the DMR offices the email domain should read “@DMRE” and not “@DMR” as is stated on the website. 26/01/2021 – I forwaded the original email sent on 7/12/2021 to gcc_examination.gov.za to Ms. Mtetwa on the email address she used to communicate with me. (See attached – 26.01.2021 Resent App for Acc) 28/01/2021 – Sent email to *** requesting confirmation that my application was received. 15/02/2021 - After phone calls and emails proved to make no significant progress I decided to go to the DMR Head offices to inquire as to why I am not getting any feedback or answers regarding my application. • Upon Arrival Ms.Mtetwa found my application for acceptance in her emails after I gave her the date and to which email it was sent. She then proceded to state that it was only sent on the 26th of January and that the deadline was on 10th December. I requested that she just look at the date of the original email which was 7th December 2020 on which she rep**** that I sent it to the incorrect email address , and as stated already that the domain should read different than that provided on the DMR official website. o This is then an error on the DMRs side and I refuse to be penalized for an error that was not mine to begin with. • She then claimed that I would not be able to write exams in the first semester as I have not yet app**** for examinations and that cut-off date has also already passed o Due to the email where Mr Mahlangu stated that I was only able to apply for examination after confirming successful application for acceptance, and the fact that after exhaustive phone calls and emails I haven’t gotten any usefull feedback from the examination commission or department.I was unaware and according to me unable to apply for examinations. • Ms. Mtetwa then acknowledged that due to the situation it is cause for extenuating circumstances and she provided me with a copy of the application for examination form and instructed me to fill it in and pay the examination fees.(See proof of payment DMR Exams) • She assured me that she will personally get my application to the Chairman as the Applications were already sent to him for approval. 01/03/2021 - I sent an email to Ms. Mtetwa requesting an update in status of my application , also requesting examination dates. 09/03/2021 – Since I have not received any feedback from Ms. Mtetwa since last email sent in 1 March 2021. I took the liberty of calling her. During our phone call it seemed she had no recollection of who I am when explaining to her the situation from the start. She also claims she can only find my Application for Examinations and not the application for acceptance. 16/03/2021 – Called HO as well as regional office (Gauteng) Multiple times with no answer at regional office , HO reception initially put me through to a dead line twice and then stopped answering calls ( 20 min Voice recordings can be supp**** if necessary) Attached is Print screens of emails referenced in bold letters within the body of this email for your perusal ,complete copies of this emails will be supp**** on your request. Please advise on how correct this situation and how you will prevent it from happening in the future.
*Attachments not included in this review but taking into consideration the amount of Incompetence I have encountered I would gladly supply all necessary evidence to anyone who is able to resolve this issue.
