Worse terrible appalling service ever

Guys how do one accept this my wife is 34 weeks pregnant she has been going to deaprtment of labour for 3 days now and has not been assisted, just to give the forms for her maternity leave l, has service really come to this in this country like what if she gives birth there please help this is really terrible
