Why they still have a landline number when they don't answer it.

Since I submitted my claim for maternity benefit I have been struggling to get payments out of the UIF claims department. I need to claim for my 3rd payment but now I can't submit my UI-4 online and still have 67 credits left. Trying to contact the Witbank department is useless why they even still have a landline when they don't answer it? *********** if you ask me.
