Why is obtaining a letter of Good standing so impossible?

<p>My client re-structured his company in lieu of financial difficulties. This resulted in the down-sizing being more than 30% difference on his Return of Earnings. We submitted the RoE manually in the beginning of May 2015. More than 30 emails has been send to and fro and up to date the documents have not even been processed. When a person tries to phone, we would literally spend more than two hours on our cost, just to get hold of a person and 9/10 times that person cannot help you!! The Law states clearly that a person may not be allowed to work and invoice in Construction, without a valid Letter of Good standing, yet obtaining one is an impossible task!! No use switching to FEMA, as the WCA will not release existing companies registered by them!! </p>
