Unfair labour practices at labour

Been going to the mamelodi centre for almost a month but not getting helped. On Monday I went their system was offline from 11am till closing yesterday only 2 computers working at 4pm the workers left. Today the system is offline again according to them it's a national problem my question is why is it easy for the deductions to go through but difficult to claim
