Unemployed for 5monthhs

I have been unemployed for 5months now and claiming UIF has been a nightmare. I first app**** online only to be rejected 6weeks later. I phoned in to find out why I was rejected only to be told I needed my UI19's for the last ten years as they are missing payments on their systems and that I would have to go to the nearest branch so they can capture the UI19's. This took me another month to get together as I had to wait for my previous employers to send it to me. I eventually go, only to be told they are off line. This is the third week in a row now and they are still off line. Im frustrated as I don't know what to do any more. The attitude at the branch is one of \oh well there is nothing we can do"or \""its not our fault\"". Well who's fault is it and why the hell have I been forced to pay unemployment "
