UIF-unable to resolve error for 2 years

I have been unable to submit the companies employee declaration for over one and a half years. Keep getting a UFL1020 error. I have reported this to the dept of labour several times, i have call reference numbers. Emailed them several times as well. They keep saying it will get resolved. Not sure what these guys are doing there, they cant resolve a simple error.
