UIF only received two time even thow we signed 4 X

My husband has been rerenched and we did all the neccecery paperwork,but every month there is a problem with our UIF.calling them is nou use,they only tell us they will phone back but never do.my husband already signed 4 times bur we only received money 2 times.we dant know what to do.please help us
