UIf not paid for four months

I app**** for my UIF 4 months ago and to date i have not being paid, they always take me from up and down,why is it called insurance if we dont get it when we need it but when you get employed you pay for it? when I follow up they told me of signature verification in which it was not my fault not to send an incorrect signature but am the one taking the fall for it as it is delaying my pay out.
