UIF LOSES DOCUMENTS!!

I received documents from my work for my maternity benefits to give to the labor department. After I had given birth, I went to the labor department to submit my documents for my maternity benefits. The man James working at the uif labor department in town centre , the tall coloured grey haired man who was so abrupt and rude to everyone he spoke to, advised me to bring a certified copy of the birth certificate the next day, this was almost 2 months ago that's how old my baby is now 7 weeks old. Came back the next day to give the birth certificate with the paper he gave me as well. And another man said everything has been submitted already. I have to coke back on the 14.04.20 and wait for payment. I went back the 16.04.20 James who was so rude advised there was no documentation and nothing has been submitted and it I dont want to do it his way I'll wait another 6months. This is appalling service oh my word I asked why he was being so abrupt and rude he said because his telling me how it is. This man shouldn't be working if this is how he constantly speaks to people. He gave me new documents because I had no choice or i would wait 6 months as he said. So my question is, does the labor department just lose people documents and play with peoples money? No apology no investigation nothing. Wow what a service.
