Uif labour department application of benefits is a two months process, why?

Firstly one has to wait 28 days to file for a continuation of benefits. Then wait another 15 days for them to process payment. Their PORTAL has been offline since the entire August. When calling their call centre, they can tell you nothing as their system is offline. Then you wonder why people are then getting paid for it is useless. They can't assist one. I then went to the nearest centre, Maponya Mall. Sceptical as the centre is flooded with people, I joined the queue and a lovely lady Brenda assisted me. This is where my two stars go to. I went on the 28 of August to apply for continuation of benefits and till today, the 7th of September no payment has been received on my side. I lastly got payment in July and I went to Roodepoort centre, within 5 days of applying for payment, I received my UIF money. I don't understand why it will take more than a month to pay benefits when contributions are monthly. If and when I get my benefits, it will be a two month process, why? Can't the department process within a month, where are the issues? What am I missing?
