UIF Department still operable?

I cannot even rate their service with one star, because there is NO service. You get transferred from one person to the other! When you eventually receive a sms, the very same documentation you submitted ten times already, are requested again. Then, you phone in and are told that all necessary documentation were received, but ten days later your sms states: DECLINED because of outstanding paperwork!!!!! What do I do? It is now nearly 18 months later.
