They dont care about us

I became unemployed in November 2018. I app**** for UIF in January and even signed for my first payment. I phoned to enquire about the delay in payment and was then informed that I wont get anything. I apparently owe then money and will only be getting paid in 3 months. How do they expect me to survive for 3 months? The UIF was my lifeline, my back up plan until I get a job again. We are currently running out of money and food and our electricity will most probably be cut by the end of the week. I have emailed the Department of Labour head office with no help or reply. They just don't care.
