System always offline

I have been goig up and down in the Department of Labour in Vryburg, because they are always offline. I was assisted by Lesego Mduli at Departmebt of Labour in Vryburg. Which when you see him at his desk he is forever on his phone. This guy sent me back saying my one paper was incorrect. Fine I didn't have a problem. I fixed the paper and came back again after being sent home countless times because their system was offline. When I go back I was assisted by a mother gentleman , he was very helpful although I still had a paperwork that needed to be filled in. I then asked him why didn't the other guy tell me about this paper that needed to be filled in. I was furious, because at that time the system was working I could have submitted my papers for the claim. I dont understand how everyday the system is offline.
