poor services by Labour department Johannesburg

My name is Rhoda Mathapelo Nyoni it has been 2(two) months being on maternity leave and i never received any payment from Department of Labour JOHANNESBURG. I go to their offices almost everyday and they keep on telling me stories. i'm really struggling to pay my bills as i am not getting my whole salary monthly. they don't even pick up their phone when i try to call the as i am leaking money for transport.
