poor managemnet

The time stipulated shows 7.30 heres people with babies since 5.30 this place is still close,what kind of goverment business is this .mangement really need to look in this and this is not my first time experiencing this I think the department should send an inspector to inspect this matter and the manager is always ashes...please help.
