Payment delays

I app**** for unemployment benefits since last year around November as I was dismissed in September, since then I haven't received any payment and my application was approved, okay on the 21st of April I received a message to say my funds will be paid within 7days but then when I check my status on UFilling it says my application has been 'rejected/refused' then today I called the department using the toll free number the consultant told me that their systems are down and my query has been escalated but why do we have to go such things while I have been contributing to the scheme now I can't get my money? I really need answers.
