Only 2 staff members since 2000

This dept has had 2 staff working since 1998 and to date there is still 2 people working.people have been queuing here since 5am only to be told at 8am the system is offline.it is so disturbing to come check if ur claim has been processed only to discover that it takes over an hour to assist one person while the workers are busy with their phones and only start work around 9am.Randfontein branch is such a disaster or is it the same with other branches.
