Offline system & no proper procedures in place

The Department of Labour in Ga-Rankuwa is always experiencing network issues, its either their system is slow or they are offline. Firstly the sitting (waiting) area is outside, in cold or rainy or hot weather the elderly, pregnant women and women with children suffer. The lines aren't usually long but the process is slow. <br> <br> I don't understand why there is no one to capture all the forms received at the department in Ga-Rankuwa and they must depend on the offices in Pretoria to do that.<br> <br> Employees take 2-3 hours long lunch breaks ( I've seen this 3 days in a row) irrespective of whether the system is slow or working normally. <br> <br> Today the system is offline and we are told it's a national problem. Is it really a national problem?
