Not getting helped because the person is always unavailable at work

I'm failing to understand how are we suppose to get help when the people who are employed for helping us are always unavailable, it's been 2 weeks now going to the department of labour(Lephalale) to register for unemployment but always I'm being told the people who work under that department are not available. If a person goes on a leave or they are off work for certain reasons, ain't there supposed to be someone who will fill up their position or duties?? So now it means I have to go there almost every day to check if the person is back to work I might as well be employed by them to fill up that position because the person is always unavailable but employed. I'm always available but unemployed.
