not being payed for two months

Can some one explain to me, today i went to sign at labour department in soshanguve and i was told pay out will take a month to be payed now no more less than 7days and they gave me a day of 22/08/2022 to come and sign again, it means i gona spend 2 months without😡 receving my money, why is the department taking for a ride like this, Is the any proper management that can see people get payed on time i dont hv money for rent now because they stilling our money
