no one answers telephones

I am unemployed since 31ste January 2016. I have submitted my claim 3 February 2016. Ever since noting happened. When you phone them, you have to wait for 15min or longer in the hope someone will attend to your call. I just had to wait now for 27min in the hope someone will answer but no luck. I have faxed my UIF card x2 already and my certificate of service letter. Still no luck. How long will I still have to wait? I need this to be sorted. And I believe more than one person who is unemployed will appreciate faster service. I was hoping the Ufliling system will be painless but seems like a waist of time. Can someone help not just me but other people as well? I need this money for food
