No feedback in over a month

I have been to the department no less than 5 times already. Been calling practically everyday. Been working on paperwork since June. Eventually submitted all on 06 July. Still awaiting feedback. No one returns calls. System is always offline. When u do get to speak to someone it is always a different story. I am truly fed up. Who can I speak to?
