No Feedback as promised

Following a five month long wait from the department of labour, I received a call from Benny Mathunyane stating that I must e-mail a copy of my son's birth certificate in order for more payments to follow. I did as he asked me to on Tuesday, 14 July 2015. On Wednesday the 15th July 2015, I called the Germiston office the entire day but the lines were busy. I re-sent the e-mail I had sent to him on Wednesday and cc'd Peter Go****wana. Peter responded saying that the Germiston office has no power and therefore Benny will revert as soon as the power is back on. Yesterday, 16th July 2015, I called the Germiston office again and the phones just rang with no one answering. I still have not heard from Benny. I called again this morning and the phones are just ringing. I would like to know, are there people working at the Germiston labour centre? Is Benny prepared to attend to my e-mail as he had previously promised? How long must I wait for service? My patience with this department has worn very thin.
