No Compensation for Employer from WCA

We as the employer, have never received compensation from the WCA for our injuries on duty since 2009, yet we are expected by law to submit the claims, we have been to PTA offices several times to submit the outstanding documents, my director has been there himself on numerous occasions, and yet we still have not received any payment. We cannot upload documents on Umehluko site if there is anything outstanding, we were told to email everything, but we get no feedback, does anyone have any advise as to who we can go see to find out why our company is not receiving payouts from WCA. I have even tried emailing the compensation commissioner and nothing.... not even a reply from his office.
