maternity benefits struggle

My fiance has being struggling for 2 months to get her maternity benefits. If we go to the office in Potchefstroom they are really rude and unhelpful Keep telling her to come back next week. She received an sms with a reference number and a phone number but when you call the number you never get thru. The call center numbers just rings or plays music the whole time nobody answers. Yesterday my fiance was on the line for 4 hours to nobody answering can somebody please give us a different number or maybe help us in this regard as this is becoming ridiculous. Not even the head office answers there phones
