Maternity benefits

I just wanna say im very very disapointed about the Labour Department. Their services is utterly poor. Ive been there 3times havent gotten my maternity benefits yet and im almost going back to work. This sort of stuff never happend, theres not even a scanner working at the office in Cape Town wow a person will come so early to be helped early just to get out of there late with no guarentee when you gonna get paid out. Ive tried all the contac numbers on the website, ive called every office that i could think of even Pretoria they dont pick up. Ive even lodge a complaint, ive even emailef to ask when will my money be paid out no reply not so ever. So i just hope this review will help me get my benefits and even open some sort of communication. A valid contac number or even reply to the email that i send. Thank you in advance
