Living in poverty now, due to this situation

My partner an I (Ntokozo Mtsweni), went to the Department of Labour, Soweto to claim our UIF on 21/05/2015. Because we researched, we collected every document that they will need so that its convenient for us and the department. We qued the entire day and eventually got assistance. We were helped by Daniel Lephoko. He took our documents and told us that he was capuring our details in the system and then making the application. He then told us to come back to sign and see if we are still unemployed on 23/06/2015 (also, to tell us when to expect the payout). 23/06/2015 we go there and qued the entire day again, Daniel then told us that our doucments and the application were not captured in the system. Our documents, were found under stacks of papers, which got us worried. We were disappointed, however had hope because he assured us that he will capture them. He gave us a date 14/07/2015 to come back and sign (and the same as above). We went there today and waited in a long que. Guess what, our documents were not capured and the application was not made. He laughed with his colleges when they saw us in the que. We dont know what to do. He says that he'll call us next week. Please help
