late pay or no pay

On January 22,2015 I had gone to the dept of labour, there was a power cut, I handed in my CO2 payment form, normally it takes 3-5 days, been waiting nearly a,week and nothing received now i'm told to go back and fill in a payment form,to wait another week service at this branch is bad, people queue for nearly 4hours and when they feel they don't want to help you they simply tell you it's tea or lunch time, maybe they need to change the staff working at this branch.
