Labour department non payments

I have bad experience with this department, firstly it was the wife when she went on maternity leave, she was only paid for 2 months instead of 3. Even the 2nd paid was long over due when it was received and she to do follow-up physically and telephonically whilst being on maternity. 2nd was my mother when she went on retirement at the end of November and was expected to be paid UIF for 6 months but only received for 3 month and now she been sent from pillar to post and now relies on us to assist whilst she hasn’t been paid without any sound explanation provided.
