Frustrated with Department of labour regarding my Maternity payout

I don't even know where to start I'm currently on maternity leave and I am only left with 3 weeks before I go back to work and I have not even received one payout from this department, and this is so stress full as I have been there for 4 times signing for nothing and I don't get my money. This is so stress full as they deduct the money from us every month but its and issue when we have to claim it back. We use our last money going to department of labour for absolutely nothing I am so irritated and disappointed with their service, I have eve. Sent complaint emails to several places regarding this with no response and I just want some assistance and follow up regarding my Maternity claim.
