Filthy service

I went to the department of labour in Brakpan and have never seen such service in my life. There was one lady working at the enquires with a long line of us waiting to have documents checked while a consultant with noone after having to go ask her if we could be assisted couldn't greet back but just said "you need to start at enquires" and continued her conversation with a fellow colleague(noone at the department has a name badge) bear in mind that there was now one consultant left the other had gone to lunch so nonetheless we waited and at 2:43 consultant who was left behind then said she too was going on lunch leaving no consultant available to assist and the only person left was the lady from enquires and the loud ringing of phones...is this how all labour department work?I'm very furious
