Failing to create ufilling profile

I have a problem of failing to create ufilling profile..and I went to Department of labour for several times and they are unable to assist me because this robot thing doesn't want to went through the next step. They said they don't find any records for me ...I don't know what to do now because I tried using Google and Chrome and it giving me same issue..I even sent emails but they don't respond at all
