Embarrasing service of labor department and systems.

I've been to the Department of Labor 10 times and I've been there from 04:00am the morning, but the systems and service of a Government institution is VERY VERY VERY BAD!!! EVERY SINGLE TIME the systems is ALWAYS offline!!! They treat people VERY POORLY!!! Some of us take off at work to sort out our UIF/MATERNITY and depend of that money because you have debit orders and our baby needs certain stuff, but you never even get to apply. This is very unprofessional and for a Government institution, their service is VERY BAD!!! I don't understand why this is being allowed and why their IT department don't sort this problem of offline systems out!!! For a national systems, this is embarrasing, seriously!!!!
