DOL - UIF

It is extremely frustrating trying to reach anybody at the DOL. One either gets cut off or holds on for 40 minutes like I have done on many occasions, to no avail. How is one suppose to complete & submit UIF declarations timeously if there is no response to emails or telephones ??? I have been trying for over a month and still no further forward.......
