documents not submitted

I went to submit my documents at maponya department of labour due to me going on maternity leave gave Gladys all my papers 8 weeks later when I phone to check on my application I was told that nothing was submitted,went to the branch to find out was had happened and Gladys was not at work the guy that helped me said he would fix it and o should come back on the 31/10 but on the 28th of October I got an SMS from labour saying my claim was rejected why do we have to go thru so much for our contributions do we have to bride every government official for things to be done ,receptionists at maponya mall need training I had the worst experience ever.
