Disgusting lack of service from Unemployment fund administrators.

I have tried to claim unemployment benefits via their e-filing but forgot my password. I tried to reset it but two months later my account is still locked. I call and am told it will be unlocked in 24 hours. Then it is not unlocked. If you should be lucky to get your account unlocked then there is still an 8-week wait for benefits. It's is shocking. Thousands of people are in dire straits- see their facebook-. They put the calls on hold till they cut out. Even agencies that try to help privately are failing to get results. Is this a deliberate go-slow for lack of funds. Is there anyone else with the same problem? What can we do,.
