Department of Labour employees treating South Africans citizens like dogs and the heads are doing nothing

Unfortunately apologies do not help in this instance as i have advised numerous times that this results in financial implications on my end as my service provider ,Sparks ,landlord will just charge me penalties and yet again i will personally have to yet again subject myself to injustice just to resolve this matter.I take time to write an email making several request which till today i have no feedback instead i receive a one sentence email advising me about an incident that happened months ago which still continues to occur on a month to month basis or is this the ramifications of my complaint or is this a scare tactic to make my life difficult as per the incident that occurred on the 27th June 2022 14:00pm ?
This so-called method of ************ is a norm amongst your employees to ensure people who complain verbally are subjected to abuse of power, mis-conduct and ill-treatment that they have been conditioned to accept this behaviour psychologically and I am a witness to this behaviour.
I have made numerous attempts to return 3 missed calls where i have to date called 10 times :

I have advised that failure to resolve this will lead to Victimisation, further ill treatment and reinforcing the attitude that government employees think they have the power to mistreat citizens. THis is a misuse of position and power.
The Department of Labour soshanguve has failed me and many of the people who continuously receive ill treatment from government employees. Since from my first interaction with the department of labour soshanguve i've tried to ignore ill treatment and poor service given out time and time again, I will no longer ignore this treatment and this is surely the last time I will ask for the below mentioned.
The Department of labour has failed with their mission and values which state " includes the protection of human rights. social and income protection,we respect and promote client centred services, intregrity and ethical behaviour, the Batho Pele principles and service charter has all been compromised from the actions of a supervisor who is still unknown.
My freedom of expression and to be treated fairly has been compromised ( Basic human rights) and the department tof labour has a duty to protect my rights. Under HR practices the incident that occured on the 27th June 2022 is classified as unacceptable behaviour: Aggressive or abusive behaviour, such as shouting or personal insults.
Isolation, deliberate exclusion and/or non co-operation at work.
The policy mandate 4.2 states "Government has taken decisive steps to grow the economy, to address unemployment, poverty and inequality to restore the dignity of citizens and to promote the involvement of the marginalised in economic activity and sustainable livelihood" ( You failed)
Under the strategic plan this sort of treatment is identified as a weakness, this is a known fact and continues as a norm.
1.Lack of client oriented culture (Batho Pele culture) in daily interaction with internal and external clients. 2.The ineffective and not flexible enough organisation structure to respond to our service delivery needs. 3.Lack of performance management systems and frameworkIntegrated planning, monitoring and evaluation and organisation wide culture to account for performance. 4.Ensuring that service delivery access points staff are empowered to deliver on the entire suite of the Department’s services and information inclusive of employment services, social security, and labour protection services, including dispute resolution. 5.Develop and create an environment for accountability for service delivery and correct attitudes and behaviour among staff, harnessing their energy and “softer” skills, the Department can effectively meet the needs of clients. 6.Reconfigure and reposition our service delivery points and streamline our key functions and processes to improve service quality and responsiveness to citizens’ needs and expectations. 7.The Employment Services System, the Inspection and Enforcement Case Management System, the electronic information portal, the Business desk and Integrated Client Database systems will be enhanced to respond to clients’ needs and expectations for access to services and information.
Personal use of government time An employee should recognize her responsibility to protect and conserve government property and resources, and to make an honest effort to use official time and government property only for official business. Taking 1 hour 45mins was misuse of government time and failure to assist a south african citizen
Misuse of official time An employee shall use official time in an honest effort to perform official duties. Generally, personal activities should not be conducted during duty hours.
Cut off time of 2 o clock THis is misuse of non-public information, information an employee gains on the job to refuse or deny citizens contractual obligation by the government employee.
Surely there has to be some form of disciplinary proceedings if not dismissal for such behaviour reflected within the workplace from the various employees hired as brand ambassadors.
