Department of labour employees rude

I've been to the unemployment office I'm port elizabeth a few times since 2013 its been a struggle back then the employee filled in the forma wrong and had to go there more then 4 times before they could figure it out now my ui19 form just disappear what makes me very upset is the fact that they can't get hold of me to inform to bring it with when I had to go again instead I had to be there very earlier just for them to turn me down when I asked how its possible for my ui19 to disappear this employee told me just bring another one or you not getting money... When in actual its my money that I feel I have to beg for which is very wrong... Its like u are kicking a dog when his already down being unemployed means I don't have money to always get to the department of labour but that doesn't seem to bother any of them
